If yes, then it's powered and likely a driver issue. If Device Manager acts the same as if the card was removed/not installed; then clearly it's not powered or connected properly – in which case; try another PCIe (if possible) and try another molex plug as well as ensuring it's pushed in all the way (maybe remove the card, then firmly push in the power connector, then put the card back in a PCIe slot).
Tried installing drivers via AVG Driver updates. That sounds like a poor way to get drivers.
Did it come with a driver disc or a site where drivers can be downloaded? Otherwise, look at the biggest chip and Google each line of text on the chip. You should find something that way. Or copy what is on the chip, line for line, exactly, post it here and someone here should be able to find what you're after.:-).

That card / chip-set was made in 2010. And part of NEC (the chip manufacturer) got sold to another company called Renesas Electronics (or something like that). It's a bit of a nightmare scenario.:-( I found these; Also, pointed to these drivers; Those expansion cards often get abandoned by the manufacturer.
I considerred getting one for a mates PC but thought it was best not to. I can see now why. JayCar should really have better support for their products, and really should have a link to the drivers on their website.
